Large Civil Contractor is seeking an experienced Construction Manager with 8+ years experience on a large infrastructure projects ($50m+) in Vancouver. Reporting to the General Manager for the project, the Construction Manager for will be responsible for successful project delivery. The Construction Manager will plan, organize, direct and have full control over all aspects of construction execution and corresponding project controls. Specifically, this means they are responsible for construction planning and execution, health and safety, environmental compliance, quality, cost/budget, design coordination / management, schedule, reporting (internal and external), client management and contract management.

They will manage a site team of field and office staff seconded to or hired for the project. This position will be supported by the operational strength of all divisions involved, where the majority of the work is self-performed and managed by various senior management.

Accountabilities / Expectations of Construction Manager:

Technical Expertise – Experience managing superintendents and field engineers, solving unexpected problems, while ensuring work is constructed safely to meet quality requirements and schedule. Able to rely on previous experience to predict when delays are imminent, and plan how to manage the impact, while keeping the project on track and the client happy. A sound understanding of construction systems and methods, construction specifications, codes and requirements.

Leadership – Highly effective team builder and leader. Can inspire individuals, teams, and the entire organization to perform at optimal levels and embrace change. Able to engage and build trust with a broad range of stakeholders in the pursuit of project vision and goals. Leads by example and provides coaching and mentorship on a regular basis.

Entrepreneurial Spirit – Understands and embraces the risk in the pursuit of important achievements. Brings innovative thinking to opportunities and challenges, and fosters creativity throughout an organization. Treats the project as if it were his/her own business. Must be a self-starter.

Duties / Responsibilities of Construction Manager:

Cost Control

  • Tracking cost versus budget
  • Cost to complete forecasts
  • Contract value/budget changes
  • Base bid understanding and management; specifically accepts the responsibility of deploying and standing down resources be that staff, craft workers or equipment to control cost and stay on schedule
  • Produce monthly financial report for ExCo/Accounting
  • Produce monthly project cost/revenue job reconciliation report

Schedule

  • Determine and manage critical path
  • Create and/or manage a resource loaded schedule – MSP and Primavera
  • Adjustment of construction plan, resources, or scope to alleviate schedule concerns
  • Produce monthly schedule updates and accompanying report for client
  • Produce monthly schedule/resource report for ExCo and divisional operations teams (resource 3-month look ahead)

Health & Safety/Environment/Quality

  • Ensure scope execution is in full compliance with client, and WorkSafe H&S requirements – supported by the H&S department
  • Incident management
  • Ensure scope execution is in full compliance with the client’s Construction Environmental Management Plan
  • Ensure scope execution is in full compliance with the client’s Quality Management Plan (QMP), including daily quality control as dictated by Workplans, QC checklists, and Inspection and Test Plans (ITPs)
  • Produce monthly H&S/Enviro/Quality reports for client
  • Produce month H&S/Enviro/Quality report

Project Engineering

  • Ensure use of a robust project document control system, including DB design changes
  • Ensure use of a robust project submittal system and log for use in client deliverable management (RFIs, transmittals, material receiving, quality, health and safety, environmental, shop drawings etc.)
  • All submittals per contract and client requirements, such as workplans
  • Ensure use of a robust job specific procurement process
  • Design optimization/constructability reviews working in partnership with the client’s design team, with the sole purpose of creating design changes to improve the project

Human Resources

  • Indigenous Participation Plan management and reporting (internal and external)
  • Ensure field team is staffed correctly and have all tools and equipment required
  • Effective communication is essential, both written and oral, in any setting, field to boardroom
  • Vacation/project staffing and coverage
  • Assistance with HR issue resolution, working with the division General Managers and HR Manager

Operations

  • The Construction Manager will oversee site logistics
  • Construction plan and execution strategy, adjustments to the plan as required
  • Resource tracking and planning – crew and equipment
  • Subcontractor management
  • Self-perform management, ensure operations are on task and achieving objectives/project requirements
  • Adherence to design, specification, and municipal or other owner requirements (temp and )
  • Cost and schedule control, understanding when and what changes to operations to make to achieve or beat base bid/plan
  • Field level change management
  • Field level conflict/issue management

Contract/Change Management

  • Full comprehension/understanding of Subcontract Agreement and our flow-down responsibilities from the DB Contract and Province Project Agreement
  • Understanding and management of any/all situations of scope creep and when we are working outside the scope of our Subcontract Agreement
  • Claims and change management, directly dealing with (leading discussions to) senior management from the project team, and possibly the Province/Stakeholders as required
  • Change order pricing/estimating, tracking, processing, and close out monthly progress billing and quantity claims
